Non-max drop from Halls? - Guild Wars Forums

So, I was just wondering if this has ever happened to anybody out there. We had just won halls and my friend got a pair of req9 dragon scythes, but he then noticed that they were non-max and none of us had heard of a non-max drop from Halls. What about you guys?
